IN constructing the double pulley assembly at S-8 Bulkhead, should both the top smaller pulley as well as the larger bottom pulley be cotter pinned to prevent possibility of cables jumping the pulley and wedging down the side of pulley. I see here one builder cotter pinned the top of the larger pulley but did not see the same done to the smaller pulley. Am I reading something into this that is a non-issue?
